With the competition concluded and decided, it is now about implementing the winning project, which will be developed in the following phases:
NEXT STEPS
I. Participation and Planning Advancement Phase.
It is about making the competition and the proposals submitted to it known: the five preselected, the three awarded and the winning one.
E18 Santa Pola will be disseminated through an exhibition of the projects and a series of conferences and round tables, by experts, institutions and specialized users.
At the same time, a public participation process will be opened: telematic and in-person.
This phase will conclude with the drafting by the drafting team of a Preliminary document of the "Special Plan for the organization of the "Varadero-Cantera area in Santa Pola".
The drafting of the Preliminary will correspond to a mixed team made up of the Europan winning team and municipal technicians designated for this purpose.
II. Special Plan drafting and processing phase
Will also correspond to the mixed team. It will consist of completing the substantive or material and formal or documentary content of the Special Plan, and in all its processing phases, distinguishing the environmental and urban planning ones. Public administrations with substantive urban planning competences and sectoral competent ones by reason of the matter (forestry, water, mines, coasts, etc.) will participate in the processing.
It will conclude with the validity and effectiveness of the "Special Plan for the organization of the "Varadero-Cantera area in Santa Pola".
III. Project phase
It is about drafting the urbanization project(s) required by the materialization of the Special Plan determinations. It will include as specific parts, in any case, the following: the restoration of the Quarry, the regeneration and reorganization of the waterfront, the connection of the new space with the road infrastructure of the urban environment, the network of rural roads, and the urbanization required by the new uses, if applicable, implemented.
It will also be undertaken by the aforementioned mixed team.
IV. Execution phase(s)
It is about executing the urbanization project(s), in their different phases, through the appropriate contracts.
This phase is subject to the existence of budgetary credits and these to the financial availabilities that will allow materializing the works and projected uses.
The mixed team will develop construction management functions here.
